The current dissemination of DMR's is set forth in the attachment, Tab A. In order to insure that those who must know the real significance of the DMR in the face of RAINBOW, and in order that these people will not be misled, the following plan is proposed which would have the effect of restricting DMR dissemination from the present dissemination: a. The DMR would be disseminated only from Operations Head- quarters, though, as is current, NSA would get a copy simultaneously. b. The DMR would be distributed to a very small group of people associated with the following principals: (1) General Lewis, AFOIN (2) Air Force Ops (3) ONI (4) OSI c. In order that maximum security can be obtained and to provide a means of quashing speculation, the following would be briefed on RAINBOW with an explanation as to why the DMR is now being cut off: (1) General Schow and Col. Dodds, G-2 (2) Col. Rogers, USAFE (3) Bob Smith of SAC 25X1A d. Intelligence Requirements Officer should state that the DMR would no longer be given the dissemination as has become routine and that special handling has been instituted with the explanation that this is required in response to restrictions imposed by NSA. All parties listed above this point in a, b, and c would, as necessary, know this explanation. Actions required by the above which have been accomplished: a. General Lewis has agreed to the foregoing insofar as it bears on his responsibility. His office is providing for Col. Roger's briefing and explanation of the fact that the DMR will no longer be sent to them from the 6901st. b. Mr. Bissell has explained to of OSI the above arrangements and four people will be briefed on RAINBOW and will serve in the analysis of ELINT with the DMR. c. Arrangements have been made with Air Force Ops for the proper receipting of the DMR resulting from RAINBOW missions. 3. The following actions remain to be taken: a. should be briefed on RAINBOW and the foregoing plan explained to him. He should be requested to cease dissemination of the DMR from NSA if, indeed, that has not already been taken over entirely by Headquarters Ops. He should be requested to direct the 6901st not to disseminate the DMR to USAFE. When necessary, NSA should be requested to direct the 6902nd not to send the DMR to FEAF. b. General Schow and Col. Dodds of G-2 to be briefed with an explanation of why they will not receive the DMR. c. Intelligence Requirements Officer to explain restriction of the DMR by blaming it on NSA at the next opportunity after- permission is granted. 25X1A d. ONI to be informed of arrangements. JAMES Q.
