1. The attached proposed operational survey of the
contemporary press of Eastern Asia was produced by the

2. Your comments on the attached proposal will be
appreciated. if possible by 21 May 1954. It would be helpful
if you would indicate (a) the need by the intelligence community,
in your judgment, for the type of survey proposed, and (b) who
should finance the project (assuming the need exists), that is,
the federal government or a private foundation.
