ENCLOSURE: Paper entitled "Foreign Economic Intelligence
Requirements Relating to the National Security.,"
dated 11 October 1950 ( Copies)
1. The attached document is a preliminary statement by the
Central Intelligence Agency of the Government's foreign economic
intelligence requirements relating to the national security.
2. This document has been prepared as the first stage of com-
pliance with National Security Council Action No. 282, the terms
of which are contained in the document's preface, Section I,
paragraph A, page i.
3. This document is forwarded herewith to be used as a basis
of collaboration between CIA and the other Government departments
and agencies concerned fort
a. Validating the substance of such requirements and
insuring that all significant fields are covered,
b. Expanding certain categories of requirements relating
to specific agency responsibilities*
c. Arriving at a final statement of requirements which can
be utilized to assess the adequacy of existing facilities and
arrangements, and to provide the foundation for a comprehensive
plan for satisfying such requirements.
4. This statement of foreign economic intelligence requirements
has been drafted without regard for the relative adequacy of existing
facilities, a survey of which is now in progress. It is desired
that your consideration of these requirements proceed with the same
disregard, inasmuch as a definitive, rather than conditioned, statement
of requirements should be used as a basis for assessing the adequacy
of existing facilities and arrangements and for planning.

5, In view of the scope of this document, it seems advisable
to have a meeting with the Standing Committee to discuss the general
approach which has guided its formulation prior to further action
by the respective TAC agencies on points la and lb above. Accordingly,
it is requested that you come prepared to discuss the document with
Central Intelligence Agency representatives at 1400 hours, 7 November,
in the Director's Conference Rooms Administration Building, 2430 E
Street, N. W., Washington, D. C.
