MEMORANDUM FOR: Mr. McCone
Immediately after you became Director of Central Intelligence
we distributed to all Agency employees a package of papers containing
remarks made by President Kennedy when he came to our Headquarters
building to present Mr. Dulles the National Security Medal, Mr. Dulles'
response to the President, the exchange of letters between Mr. Dulles
and the President, and the President's and your remarks at your swearing-
in ceremony. I assume that we may have a similar package to distribute
after Admiral Reborn is sworn in if, of course, this should meet with his
and your approval.
In addition to this, however, I recommend that you consider sign-
ing a memorandum to all Agency employees upon the occasion of your
departure from the Agency. Remarks which some of us have heard you
sake so often concerning the dedication, professionalism, and efficiency
of the Agency would mean a great deal to those who have served under
your leadership during these past three and one-half years.
