Dean Acheson telephoned Mr. H lms about three weeks ago to recommend our serious consideration oil ho. STAT because of differences of opinion on policy matters, will retire from the Department of State about the end of September. At Mr. Helms' request I interviewedi on 1Z August 1965. Attached are some self-explanatory papers about him. (I believe you already have a file resulting from an interview with ) STAT 2. 1 found I to be quite personable and keen. He apparently has other job possibilities but is sincerely interested in CIA. He was quite candid in saying that he had had his differences of opinion with various policy-makers in the Department of State, currently Assistant Secretary Williams, and that it was for this reason that he was retiring. He associates himself with the Acheesonien policy rather than some of the policies advocated by the Department today. This applies particularly to Africa and the Near and Middle East. He supports very strongly most if not all of the other policies of the Department today. He would be interested in an assignment either on the operational or substantive side and could live either here or abroad. 3. 1 believe that years of STAT ago. His interest in is almost certainly greater than in any other area, and it is in this area that he thinks he could make a contribution. At the same time, I outlined our general difficulties in employing people of his age. This he fully appreciated. I assured him that the papers which he submitted would be considered by senior personnel in the Agency who might possibly utilize his services and that I would be In touch with hi-n again sometime between now and I September.
