Or, the basis of these considerations, the Board perceives no objection
from an intelligence viewpoint to the release of this estimate

1. The Board of National Estimates has reviewed
MEMORANDUM FOR THE INTELLIGENCE ADVISORY COMMITTEE
SUBJECT: Release of NIE's to Foreign Governments
NIE 83-56, "Probable
Developments in Colombia," with a view to their release to foreign
governments.
2. NIE 23-56. With respect to this estimate the Board notes

sources, and does not compromise any NOFORN material
for which this Agency is responsible.
3. NIE 88-56. With respect to this estimate the Board notes

to release estimates on Latin America. However, in the

agencies of the issue of compromise of NOFORN materials

indicated that it did not desire to adopt a fixed policy against
release of estimates on Latin America. Rather, the Board
was instructed to base its future recommendations with
respect to release on the substantive content of individual
estimates (IAC-M-206, 2 August 1955, item 4 d).
c. The estimate refers to no specific intelligence
sources, and does not compromise any NOFORN material
for which this Agency is responsible. The clandestine
services of this Agency have been consulted and concur in
this view.
d. Positive advantage might accrue to the intelligence
communit if the release of this estimate should inspire
a more liberal policy with respect
