Noted.
b. The members discussed the French air attack on targets
in Tunisia,. late developments in Indonesia, Franco-Spanish military
cooperation in Spanish Africa, and the possible union of Iraq and
Jordan., As to the action in Tunisia, the members agreed with the
.Chairman that an estimate did not seem necessary at this juncture.
With regard to Indonesia,, the Chairman asked that the recent
speeches of Colonels Hussein and Simbolon, which contain the rebel
demands, be reproduced and disseminated. In response to a question
by the Chairman, Mr. Cumming expressed the opinion that military
action by the Djakarta Government is less likely than an attempt to
blockade. the rebels into submission. He noted that the Department had
looked into the question of obtaining a delay in delivery of.aircraft on
order in the US for Indonesia. General Schow commented on the military
position of the rebels.

Guide was subject to constant review and necessary change. He
observed that copies of the Guide would be disseminated for use
according to the discretion of the intelligence collection unit of
each IAG component. In connection with the matter of transmitting
intelligence from verss , the Chairman mentioned that tfi'e-F'C&
h- s.en considert p'Ar p'f6sla~ seek legislation which would allow
establishment of communications facilities by foreign diplomatic J
missions accredited to the US in return for reciprocal rights.
However, he added, the FCC decided to postpone action for at least
the present session of Congress, and make informal-soundings of
congressional opinion.

SNIE 11-3-58 be forwarded to the Director of USIA for his personal
use,

Following a discussion of the substance of and the supporting
evidence for SNIE 11-58, during which the question of whether or not
to publish was raised, it was agreed to postpone final IAC consideration

for two weeks. It was agreed that, in the meantime, the IAC repre-
sentatives will re-study the problems involved in the estimate and
reconvene for a clean-up meeting.
6. Report of IAC Ad Hoc Working Group
(IAC D-11113, 5 February)
The members noted the report of the LAC Ad Hoc Working
Group, and considered a CIA draft, which was tabled during the
meeting, of a charter for an IAC subcommittee to be entitled the
Critical Collection Problems Committee. The members approved
the draft charter as amended, and agreed that it should be trans-
mitted to the USCIB members, for consideration at the USCIB
meeting of 14 February.

At 1250 the members went into a restricted session.

SECRETARY'S NOTE
In view of the recommendation (memorandum to IAC, 14 February)
of the Board of National Estimates with respect to the release of
SNIE 11-3-58, "Soviet Reactions to Possible US Actions on Antarctica,"
the Secretary, unless specifically requested to do so by a member of
the IAC, does not propose to place the question of the release of this
estimate to foreign governments on the agenda of an IAC meeting.
