Mr. Joseph Palmer III,. Deputy Assistant Swristary for
African Affairs, has requested a detailed study of Spanish
boundariel$ in the Western Sahara (including Ifni) and at
Couta and Melilla with it view to deter ng (1) the
nature of the Spanish claim, and (2) the extent to t
