MEMORANDUM FOR: Mr. Walter Elder
I talked with Dick Helms today about
establishing some regular liaison with the Joint Chiefs of
Staff. He plans to have lunch with Andy Goodpaster some-
time soon. I undertook to see that he is furnished a brief
memorandum outlining the proposal which you and I have
discussed.
I would ajuproc~iate very much your
discussing this with and other appropriate
people and furnishing Dick a memorandum early next week.
