I have read with interest the A/DDP's memorandum of 14 October with its supporting data in which he requested an adjustment of the DD/P average salary. When viewed in the context of the Plans Directorate alone, the problem as presented is serious and I agree that adequate flexibility must be provided for the orderly advancement of DD/P career employees. 2. In view of this I have taken a careful look at the total Agency's average salary situation. Our calculations show that the average salary situation for the Agency as a whole is not critical at this time. The dollar levels paid to our people over the past several months show a decline in all four Directorates, and on an Agency-wide basis we are still about $100 below the average salary level negotiated with the Bureau of the Budget last spring. While this trend will not continue indefinitely, it appears that we do not have a strong case to appeal for upward adjust- ent now. We do, on the other hand., have room to maneuver internally and can help to alleviate the conditions on which you request relief. 3. Accordingly, the proposed promotion plan for the Plans Directorate outined in Tab 1, line 8 of the A/DDP's memorandum is approved. This plan is reasonable and in the spirit of the President's admonition to agency heads to avoid undue escalation of salary levels. Meanwhile, we are watching all the conditions that go into affecting Agency average salary and, as we gain further experience and our data base improves, we should be in a better position to justify adjustments required to the Bureau of the Budget.
