The vice chairman announced receipt of official notification
of the appointment of Mr. Jaynes A. Minogue as the alternate NIS
Committee member and NIS Coordinator for the Department of the
Army effective Z3 June 1957, vice Major James W Jacobson.

21. Annual Report of the i IS Program
The vice chairman announced that this special meeting had
been called to give the mernberpi an opportunity to read the draft of
the Annual Report of the NIS :Program for FY 1957. He pointed out
that this was a report by in his capacity as Coordinator
of the NIS Program, and while 13 Committee approval is not required
it was hoped that this report reflected the Committee's general views.
The members agreed that the report presented an objective appraisal
of the program, its accomplishments, and the major problems still
confronting it.. Copies of the report will be sent to the members as
soon as the official copies are delivered to the Secretary, NSC, the
Joint Staff,' and the IAC members.

3. Changes in FY 1958 NIS Production Schedule
Copies of Change Sheet No. 1 for the FY 1958 NIS Production
Schedule were distributed to the membered The vice chairman informed
the Committee that the changes were proposed by State, Army, and Navy
and, with one exception, they either removed sections from the schedule
which had been submitted in the last month of FY 1957, or added sections
on which the agencies had defaulted in FY 1957. The one exception was
Army's proposed substitution of Section 80(M) on NI S 13A for Section
80(M)3 on NIS 26 which had been scheduled for FY 1958. The Committee
approved the proposed changes in the FY 1958 NIS Production Schedule,
which are as follows-,

Treatment of NIS Chanter IX (Map and Chart Appraisal)
on NIS 9.rea 26 1 USSR)
The vice chairman noted that the memoranda from the
Chapter LX Coordinator reporting on the meetings of the Chapter IX
Subcommittee on 24 May and 11 Jun 195 25X1
indicated that production of N1S Chapter I on NIS 26 (USSR) was
being planned in a five-part regional breakdown,. He stated that
inquiry of the Chapter IX Coordinator disclosed that the indicated
five-part treatment is to be considered as a proposal by the Chapter IX.

The members were informed that after a study of the
proposal in OBI, the conclusion was reached that treatment of VIS
Chapter IX (M) on NIS 26 in several parts might be desirable because
of the complexity of the area. and materials involved, However, it was
also concluded that treatment of this Chapter IX in three parts rather
than five parts as proposed by the Chapter IX Subcommittee would be
more logical from the standpoint of coverage of the area by commonly
known. regions, as well as making it far more convenient for NIS users
to find desired information... To this end the following counterproposal
was submitted by the vice chairman for consideration of the Committee:
NIS Chapter IX (M) for NIS Area 26 to be produced in
three parts, each to be composed of Sections 90, 91, and 92?
One part will treat with the USSR as a whole; one part with
the European USSR., and one part with the Asiatic USSR,.
The first will give the over,-all mapping picture of the
entire area, and the last two parts will cover their
respective areas from a regional standpoint., The
division between the two regional parts to be an
arbitrary line running down through the Urals.,
The vice chairman asked the members to study the proposal 25X1
of the Chapter IX Subcommittee and the alternate proposal of OBI, and
,ae prepared to discuss this matter at the next NIS Committee meetina_
