1. Contact with Foreign Liaison Personnel

A draft NIE was recently passed to without
authorization. All personnel are cautioned again to adhere to proper
channels and regulations in contacts with foreign liaison personnel.
2. Career Preference Outline and Competitive Promotion Panel
ORR will carry out the preparation of Career Preference Outlines
exactly as the program is set up. The outlines will be accomplished at
the time of the preparation of fitness reports, commencing with those for
grades 11 and 12. In the case of the Competitive Promotion Panel, also
newly directed, ORR will abide by the spirit of the regulation, but will
implement it through the existing Career Service Board rather than a
separate panel.
4. Listing of Imminent Professional Meetings
a. AAG Meeting - 1-4 April 1957 -- The Geographic Area has
authorization for 7 participants under full Agency sponsorship and
25 additional persons on duty status.

6. Zurich Cartography Course
D/GC is making arrangements to send one person to the course being
given by Professor Imhoff at Zurich' 25 March -M 957.

*8. D/GG Plans and Programs for 1957
25X1 A9 reported that D/GG plans the following for 1957.-
a. Complete the reorganization of the division.
b. Resolve the problem of NIS Chapter IX production, principally
through inducing Army to simplify its controls on the AMS contribution.
c. Develop with DD/P an improvement of area selections in the
Unconventional Warfare Program. At present' substantial manhours of
research may be wasted because of the withdrawal of a selection after
work has already commenced on it.
d. Develop a set routine to regulate and stimulate the production
of GM's. In this context, it was noted that the Geographic Intelligence
Review has profited from the GM program in that ideas generated but
found unsuitable for the latter are generally suitable for the former.
The group also discussed the possibility of working simple maps in with
the running text of reports so as to get ideas across more easily and
thoroughly.
