Memorandum for: The Director of Central Intelligence
Subject: S. J. Res. 96
1. Senator Wiley, Chairman of the Senate Foreign Relations
Committee, has written the Director requesting CIA comments on
S. J. Res. 96, which establishes a Commission on Governmental
Use of International Telecommunications to study and recommend
measures which will encourage the effective use of this medium,
especially television, in fostering cooperation and mutual understand-
ing among the free nations of the world. This proposal has now
passed the Senate.
2. The proposed reply prepared by AD/OSI, which is attached
at Tab C, should.not be signed in view of the fact that it refers to cer-
tain reports and activities of the Executive Branch, of which the
Committee may not be aware, and in any event the comments are
now moot. For this reason, it is recommended that the Director
sign the letter attached as Tab D.
3. In view of the fact that senior CIA officials feel that the
Commission established under S. J. Res. 96 would tend to confuse
the issue rather than aid in present activities, it is recommended
that the Director make these views known to General Cutler and
Mr. C. D. Jackson at the White House, and that Legislative Counsel
be authorized to bring these views informally to the attention of Mr.
Harlow, who handles House matters on the White House staff.
