All legislative powers granted to the Federal Government by the Constitution are vested in the Congress of the United States. The position of the Congress in the government of the United States is fundamental and is of particular significance to national security as a result of its powers and responsibilities in connection with declarations of war and the raising and maintaining of the national military forces. 3. cited in paragraph 1, above, 25X1A establishes policies which are especially pertinent to this Control Policy Memorandum. Action by CCD personnel with respect to contacts with the Ca ess will at all times conform to the policies enunciated Requirements 25X1A Branch will perform necessary staff duties for OUD In imp ementing the provi- sions of When a request from Congress 25X1A requires COD action under paragraph 6c, responsibility is assigned as follows: a. In cases in which collection action outside CIA is required, Collection Branch will take the necessary collection action subject to the controls imposed by Requirements Branch; b. In cases in which it is determined that the information re- quested will be supplied by CIA but that some or all of the material originated in an outside agency, the Requirements Branch will secure from the agency concerned its written consent to a release to Congress by CIA. 4. There will be no spontaneous dissemination to the Congress. Dissem- ination on , D&a requests will be accogplished in. one of the following ways according to the decision rendered by the Executive Director and implemented by the Office of the General Counsel: a. By transmission through the Office of the General Counsel. b. By routine dissemination under prevailing OCD procedures.
