MEMORANDUM FOR: Executive Officer to the DD/ S
Executive Director has looked over the attached. He con-
siders the principle an excellent one and believes it worthwhile.
He believes. however, that the paper prepared for his signature
and the package proposed is much too formal. He thinks that
there should be some quiet and informal way of accomplishing
the objective and hopes that this can be worked out.
I suspect that he sees no need for a directive or memo
from him to get some kind of action started.
