STATSPEC MOW !TV' Approved For Release 2001/08124vaUFAA57=00 84R001200170008-5 OGC HAS REVIEWED. Executive for Administration and Uanagement Chief Budget and i'inance Branch !less facilities proposed for the STATSPEC co the issuance of thememorandum of 11 June 1948 by rector of Operations, the Budget and Finance Bran& 1STATSPEC consideration to the propriety of hiring a MOSS inclne4 those referred to in Mn ? An examination of the rtinent STATSPEC ly 1946, was made during the course of arriving at det.reination that the %ass attendant" hired by STATSPEC should be separated from the rolls. It is the opinion of this office. that it would not be appropriate for this Agency to sponsor the operatilr of a "mess to the extent that appropriated Ponds vould? in any manner, be used for the purpose of subsidising the mess facilities The conclusion that, instead of a Government operated mess, efforts should be made to continue to operate a mess on a amity cooperative basis has been arrived at after considering the following foots and circumstanoes: In order to oonfern fully with pertinent laws ant) regulations and to preclude possibility of an exception to any peyments or adverse eriticisms of Agency policies, it -would be necessary to charge the employee participants a sufficient amount to offset any direct charges to CIA funds. tn It would appear that the "reasonable", fair9 or 'actual cough value of the services and suheistenes items which would be furnished by the Government under an Agency sponsored mess would be the actual, direct costs of all items occasionine, an immediate charge to CIA Ponds sinee such items or services (as distinguilhed from equipment which is new on hand and being used without Charge) would not hems any continuing value, i.e., all services would be used and paid for currently, and items of subsistence would be of a "perishable nature for the purposes herein involved. 0. The matter of sponsoring mess facilities for the benefit of a minimum number of participants (stated to be approximately 6 or 8 in number) would be impracticable and the only feasible method of handling an Agency sponsored mesas 'mild be to mike mandatory partiapation in certain cases to the extent that a reasonable proportion of the ampleness arid/or their families would be participatinn =Zero. Approved For Release 2001/08/24: CIA-RDP57-00384R001200170008-5 STATS P EC Approved For Release 2001/08/24: R0012100170008-5 do It mould appear that a cossmrnity could be as a4TaUt*.OUOIy controlled by the a mess operated umder the circumstances outlined uer sub- paragraph Re shove, partioularly if a local *snowmen could be made whereby a coopetive purohasing system was instituted which would not oceasion tey direct Cher.* to Agency funds or require almielstrative control on the part of Agency ?Mei-else ? The station has, for several years operating on a comity rather than a Government ape basis insofar as mess and related facilities are ooneerne and while it is realised that the reduction in the number o empleyeee creates a greater problem in this respect. it Should be borne in mind that this is primarily a natter for handling by the individuals on a personal basis rather than being controlled by the Agency since the employees are being paid a 245 differential in addition to base pay (or salary increases have been granted in lieu of the 2.9% differential) to offset additional living costs and hardships ocoasioned by the feet that they are employed outside the stontinertal limits of the United States. STATSPEC fo it Should also be borne in mind that within a months the station will be moved to where the will be somewhat different, it appears probable that the empleyees will be able to participate in the Ary mess at a nominal cost and additional allowances, subject to the provisions of Derma of the Badeet Circular hoe will prevail rather than the 24,1 differential. It is considered impracticeble to attempt to establish Government operated or sponsored MOSS facilities for this period of tine since it will require a detailed analysis and maintenance of statistical and accounting records, additional payroll adjustmente and/or collections from the participants, and will further entail inspections and reports an the pert of the appropriate Authingten officials. 3. If it Should be determined that mese facilities ere to be sponsored by the Caney, it is the feeling that full collection Should be made for all direct Charges (it is to be noted that the employees are nee utilizing equipment and housing facilities in eonneotion with nese operations without charge) and that audit collections Should be effected by payroll deductions as regplred by the General Accounting Officio (Refer to C. G. 8024). It eould, of sours?, be necessary, at periodic intervals. to perform an audit or supporting books al.d records and to require adjustments based an the Approved For Release 2001/08/24 : ,CIA-RDP51-008 R001200170008-5 STATSPEC Approved For Release 2001/08/24: CIA-RD 57-00 8 R004200170008-5 actual cost ot ape This figure would be considerably Greater by under the alternative plans set of 28 tn? 1948 to STATSPEC 25X1A pating employees., *se suggested h in his memorandum Approved For Release 2001/08/24: CIA-RDF'57-00384101200170008-5 gidi
