Re- 3644 IN THE HOUSE OF _ REPRESENTATIVES MARCH 21, 1949 Mr. CLENrENTE introduced the following bill; which was referred to the Com- mmittee on Interstate and Foreign Commerce A BILL To amend section 605 of the Communications Act of 1934 to prohibit the interception of communications, and for other purposes. 1 Be it enacted by the Senate and House of Representa- 2 tines of the United States of America in Congress assembled, 3 That section 605 of the Communications Act of 1934 (48 4 Stat. 1103; 47 U. S. C., see. 605) is hereby amended so 5 that the clause following the first semicolon in the section 6 shall read as follows : "and no person not being authorized 7 by the sender shall intercept any communication or shall S divulge or publish the existence, contents, substance, pur- 9 port, effect, or meaning of any intercepted communication 10 to any person, except where such interception or such 1 Approved For Release 2000/08/25: CIA-RDP57-00384R001000070011-4 Approved For Release 2000/08/25: CIA-RDP57-00384R001000070011-4 1 divulgence or publication is performed by a law-enforcement 2 officer in investigations of or cases involving kidnaping or 3 extortion under title 18, United States Code, sections 875- 4 877, 1201-1202, 1583, in investigations of or cases involv- 5 ing an offense punishable by death under the laws of the 6 United States, or in investigations to ascertain, prevent, or 7 frustrate any interference or any attempts or plans for 8 interference with the national security and , defense by 9 treason, sabotage, espionage, seditious conspiracy, violations 10 of neutrality laws, violations of the Act requiring registration 14 15 of agents of foreign principals (Act of June 8, 1938, 52 Stat. 631, as amended),. violations of the Act requiring the registration of organizations carrying on certain activities within the United States (Act of October 17, 1940, 54 Stat. 1201) , or by any other means;".
