REMARKS:This will confirm our conversation of re-
cent date wherein I advised you, after consultation
and discussion with various offices of the District
of Columbia Government, the type of project contem-
plated iii the attached memo would not require arq-
licensing.
My presentation was based on a research in-
stitute subsidized by interested principals who,
through. the research institute, would confer grants

much as the arrangement would not create an "employing
relationship," no clash with the licensing provisions
of the District of Columbia Code was foreseen.
I was also advised by the Recorder of Deeds'
office, Mrs. Eleanor Dag Williams, supervisor in charge
of corporations, certificates, records, etc., that the
mere occupying of an office in the District of Colum-
bia by a foreign (out of State) corporation would not
involve compliance with the registration requirements
of the District of Columbia Code. This paragraph is
in response to your request which was orally communi-
cated to me.
