1. In accordance with our conversation, there are transmitted
herewith memoranda dated April 11 and April 21, 1952, from the Chief,
:'finance iivision, raising questions regarding the granting of home
leave to employees in connection with a permanent change of station
to a post in the U. S. and regarding; permitting individuals to file
)ependency and residence Reports to change their places of residence
for home leave and other purposes.
2. Since the ciestions raised involve points of legal interpre-
tation of laws and regulations, we should acpreciate receiving; the
opinion of your office on these coints.
3. Your attention is invited to two recent decisions of the
;comptroller General, 13-1071)42`dated 3 March 1952, and B-10L3475 dated
April 1952, which mL..,r have a bearinEE on the queries raised in the
attached memoranda.
