SUBJECT : CIA Intelligence Activity Estimates,
1962 through 1'x69
1. Attachment B is a schedule, with a transmittal note for
your signature, prepared in response to a NIPS Staff request for
an Agency 1..year projection of Intelligence Activity program
levels. The estimates are based on Budget Division projections
developed: in the assumption exercise, the results of which should
reach you shortly.
a. Attachment A is the same schedule, however, a section for
Covert Action programs has been added. Please note that what is
labelled Program-Wide in the Agency 1965 budget presentation is
herein separated into two categories: c misno support and adminis-
trative support. Moreover, all of the eomrno support has been
attributed to Intelligence Activity; the administrative support
contrastingly is split between Intelligence and Covert Action on
the basis of manpower attributed to each. Breed on past expe-
rience) it has been assumed that the Reserve will be drawn upon
slightly more for Covert Action than for Intelligence Activities.
3. These estimates were requested by NI PE for possible use
by Mr. McCone at Congressional hearings. So that they will not
later ccxae back to haunt us, we have included a rather strong
caveat on their use in the transmittal letter.
