SUBJECT : Proposed Actions Having Money/Manpower Implications
(the regulation on the Agency Approvals System) and.
its subsequent plementing memoranda spell out staffing procedures
for many of the kinds of proposals which come forward for DCI, DDCI or
Executive Director-Comptroller approval. This mechanism exists to
facilitate an orderly flow of papers requiring action at head-of-agency
level, particularly where there are funding and personnel considerations.
Staffing by the Office of Budget, Program Analysis and Manpower is an
essential ingredient in this process.
2. It is apparent that in some recent cases there has been a
difference in interpretation of existing requirements. There have also
been papers, such as proposals for the Special Group, which did not seem
to be explicitly covered by the present approvals system. It is my
desire, and that of General Carter, that all proposed actions coming
forward from the Deputy Directors, which have. any financial and/or
manpower implications, be routed first to the Director, Office of Budget,
Program Analysis and Manpower. Will you please insure that this is
done'
