SUBJECTS Treasury Department Licensing Control
1. It is the view of the Department of Defense that licensing
control as exercised by the Treasury Department affecting exports of
U. S. subsidiaries abroad should generally supplement and support
licensing controls over exports as exercised by the Department of
Commerce.
2. It is therefore proposed that the Treasury Department be
requested to be prepared to take such steps as may be necessary so
that it will be in a position to exercise transaction controls over
certain items which may not be licensed for export to the Sino-Soviet
bloc by the Department of Commerce, whether such items are under in-
ternational embargo, or not.
