1. It is Mr definite impression that the functions and
tivities of D/GG made a favorable impression on
25X9A6 It is difficult to be certain about this because
did not have the background or the ability to ask
25X9A6 incisive questions about the functioning of the division. He has
the disconcerting tendency of asking a question, often immaterial,
before the previous question has been answered.
2. However, once the field of evasion and escape was men-
tioned and this occurred in the first five minutes of the con-
versation, both men became very interested and seemed not to care
about anything else. Although the NIS program, border studies
and regional analyses were mentioned the conversation tended to
revert to evasion and escape. It is difficult to say whether
the investigators learned all they wanted to about the division
but they appeared to enjoy the conversation thoroughly. About
fifty minutes of the discussion were spent in my office and the
remaining ten of the hour with the USSR Branch. There the
investigators seemed to be most interested in the details of

research and the sources used. There seemed to be some question
in t mind as to who made maps for our reports and
what use mapS29WAVut to.
3, The final remark, made in a most jovial and
hearty manner, was , " a little duplication didn't matter and
25X9A6 was probably a good thing." The remark was apropos' of I don't
know what since there had been no previous indication that our
work duplicates anyone else's in any measure whatsoever. At the
beginning, indicated that he was interested in TO,
responsibilit es, au or zation for responsibilities, products and
requesters. The questions were almost exclusively limited to the

SUBJECT: Major Questions Asked by 26 November 1954
Q. 1. What do you do in here?
A. The structure and function of the USSR Branch was explained
pointing out the division of the USSR into areas of responsibility
handled by the individual analysts along with a topical respon-
sibility.
Q. 2. What kind of studies do you produce?
A. The van' s of studies produced in the branch were explained
to the as he examined them. He was particularly interested
25X9A6 in the "B Area Escape and Evasion Studies produced for the Air
Force and the numerous regional studies produced for the DD/P Area.
Q, 3, What do you do when you make a map for a study? Do you draw the
lines, make contours, hachures, etc.?
A, He was interested in the maps produced for the above studies (our
part in the production). We explained our relationship with car-
tography, the process by which we selected base maps and then
supplied the special information which we wanted on the maps to
complement the textual material. We also explained our selection
and inclusion of existing maps to aid in the use of the study. He
wanted to know whether the DD/P Area supplied us with maps when
they requested a study. The answer was obviously that we furnished
all the maps for the studies.
Q. 4. Do you get a lot of information from the books you receive?
A. We explained that about 85 perdent of our basic geographic regional
description came from Soviet sources and showed him our collection
of Soviet books covering various parts of the USSR.
Q. 5. How does your book collection function in relation to the CIA Library?
a. Do you get your material through the library or directly from
the field?
b. Does the library have a record of your book sources?
c. Do you know all the new books that come in?"

He seemed to be interested in a possible duplication of effort
where books are concerned. We explained our relationship with the
CIA Library, the concerted procurement program in which we supplied
requests for and leads to new geographic books. He seemed to be
concerned about our setting up an independent library but was
assured that all the books we had, had come through the central
CIA Library, were cataloged, appear in their catalog, are charged
to us on permanent loan but occasionally may be recalled for tem-
porary use by any other part of the Agency upon request. We are
also informed of new books by the library liaison and read the
accessions lists and bibliographies.
Q. 6. Do you collect Russian periodicals for the latest information on
the USSR?
A. We receive all the major Russian professional geographic periodicals.
Q. 7. Do you use the Library of Congress?
A. We use the Library of Congress quite extensively; however, for
quick spot requests and regularly-used basic sources, we prefer to
have our own books.
Q. 8. What is the training of your personnel?
a. Do any of your people handle the Satellite languages?
b. Do you recruit people from FDD (in view of their language
ability)?
c. Can Russian linguists handle the job in your branch or do you

A. We are acquainted with these people, know their work, their sources
for information and believe that in most cases we can obtain all
the material to which they have access.
