USE ONLY SECRET PROJECT HEADQUARTERS DIRECTIVE NO. 1-20-100 ORGANIZATION 26 January 1966 OXCART DETACHMENT AIRCRAFT CONFIGURATION EVALUATION BOARD To establish the procedures whereby the OXCART Detachment Aircraft Configuration Evaluation Board is to maintain the common interest in, and to identify for approp- riate corrective actions, operational problems related to the configuration and associated systems employed by the OXCART Detachment A-12's to insure maximum operational effectiveness. These procedures apply to the configuration and associated systems employed by OXCART Detachment A-12 air- craft. The configuration of flight test aircraft is not included within the scope of the Configuration Evaluation Board's responsibility. The responsibilities of the OXCART Detachment Air- craft Configuration Evaluation Board include the following: a. Provide a mechanism for the fullest participa- tion in project systems by all authorized parties. b. Become thoroughly acquainted with existing configuration and systems on board, or available systems capable of being employed. c. Maintain constant review of the configuration and systems in design, proposed, or planning stage, and monitor the test results to insure that the original operational specifications are adhered to, or that when modifications are effected, such modifications are in the best interest of operational requirements. Determine the operational deficiencies in existing configuration and systems, if any, and make recommendations to correct them where possible. e. Provide general operating requirement speci- fications for new configurations, and new electronic defensive and collection equipment, which would enhance the overall capability and survivability of the col- lection platform. f. Monitor the results of both the collection and defensive equipment, noting any operational deficien- cies, and recommend procedures for correction when the equipment malfunctions or appears to be inadequate for any reason. g. Recommend, where applicable, flight testing of systems, sensors, etc., to be performed on OXCART Detachment vehicles. h. Report and make recommendations, as appropriate, to the Director of Special Activities concerning the configuration and associated systems employed by the OXCART A-12 aircraft. i. Make recommendations for certain flight test programs, as appropriate, in Flight Test aircraft for reasons of instrumentation or flight safety, or because Detachment aircraft workload might be such as to be incompatible with a lengthy test program. 4. PROCEDURES: a. The Deputy for Technology or his representa- tive is designated chairman of the OXCART Detachment Aircraft Configuration Evaluation Board. The Board will meet at the call of the chairman. b. Membership on the Board shall be comprised of representatives from the following offices, as permanent members or consultants: Approved For Release 2001/07/24: CIA-RDP33-02415A000700050027-9 Approved For Release 2001/07/24: CIA-RDP33-02415A000700050027-9 Deputy for Field Activities Deputy for Technology OXCART Division, OSA Communications and Field Electronics Division, OSA Intelligence Division, OSA Materiel Division, OSA Plans Division/FA, OSA Programs Staff, OSA (Consultant) Analysis Division, OEL (Consultant) Aircraft Systems Division, OEL (Consultant) Defensive Systems Division, OSI (Consultant) Security Staff, OSA (Consultant) c. Participation by others within CIA, from the field, and occasional consultants from other agencies may be advisable. Such people may be invited by any member, subject to the approval of the OSA Security member and notice to the chairman. d. The chairman of the Configuration Evaluation Board will designate a secretariat for the purpose of preparing reports. The results of each meeting will be prepared in writing and will encompass the nature of the meeting, record of attendance, and a review of the findings of the Board. A copy of the report will be submitted to the Director of Special Activities with recommendations as appropriate. Each member of the Board shall receive a copy of the Board's report for his record, reference and possible action. JACK C.
