Science of i' ying," which he closed with *ese rmwafte
"As cacti zens of the United States, is the second
half of this Century, we are learning to live with some vaom-
. Portable re elities. We live is a sort of ethic a . co-existence
with our nuclear warbaMs and missiles beca sew we at ovi.edge
the inevitability of their possession. Given the state of
the world, and our position in. it, it was Inevitable that
we acquired VW" awful weapons.
!Shat all of us may not realise, ho-evaer, is that we have
created another weapons system of secret and subversive
action. We too, given the state of the world, may have
been inevitable. We have created elaborate safeguards against
the mis-use of the warheads, but the warheads are in reserve.
The CIA is not. It is as active duty in a constant, secret,
dirty war. Safeguards in this area are less effective. the
pro3aleen we have is how to reconcile the necessity of the CI
with its secret offenses against our public morality. Its
getting more and more difficult to be an Aw ric sa these davys,
and there doe=** seen to be such that we ass do about it . "

MEMORANDUM 'OR: Assistant to the Director for Public
Affairs
Jack:
I note in your 16 July report of contacts with
representatives of public media that you advised
that we did not permit speakers to address Naval Reserve
units. This is incorrect. Would you please check with the
Director of Training, who has responsibility for providing
external speakers. and make sure that the two of you are
coordinated on Agency policy. If there is any further question
about it. I would be very glad to talk with both of you.
