MEMORANDUM FOR . Deputy Director of Central Intelligence
SUBJECT . Presentation of a Gift to Major General
Thomas S. Moorman
1. As you may or may not be aware, Major General Thomas S. Moorman
has left his post as Commander Air Weather Service as of 28 March 1958.
He will assume command of the 13th Air Force at Clark Field, Philippine
Islands, effective 15 April 1958.
2. General Moorman has, for the past two years or more, been very
closely affiliated with Project AQUATONE and has supported our program
with vigorous enthusiasm. He was instrumental in establishing our
present cover story and to further strengthen it, he organized a
scientific unit within the Air Weather Service to process and put to use
the weather research data we collect in support of our cover. His
efforts in assisting us to maintain a productive cover operation have
contributed in a large measure to our success.
3. To demonstrate our sincere appreciation for his support, I
addressed him in writing and I trust expressed my own feelings as well
as those of yourself and Mr. Dulles. Also, on this occasion, bearing
in mind his twenty-one years of association with the Air Weather Service,
he was presented with a special weather reconnaissance photograph
suitably framed to enable public display. This photograph is also the
basis for cover publicity currently being prepared for release in the
very near future.
Zt-. I have been informed that General Moorman was deeply grateful
and pleased with the gift presented him. He commented that the Air
Weather Service has served as a cover vehicle many, many times, but
AQUATONE has been the first program to produce an actual product which
he could stand up and freely discuss and defend, if necessary.
5. As a matter of interest, Colonel Norman L. Peterson has
replaced General Moorman and he has indicated his intention to support
Project AQUATONE to the fullest extent. Colonel Peterson has also had
a long affiliation with the program and thus has full appreciation of
our needs. F__
