SUBJECT: Request for Approval of AQUATONE Billet (C)
`
1. Reference is made to conversation between Mr. Reber, CIA, and It
Colonel Forsythe, this office, pertaining to an AQUATONE clearance for the
Director of Research and Development, Office of the Secretary of the Army.
2. Justification is based on the incumbent's full responsibility for
monitoring Army research and development activities. He must make decisions
regarding the allocation of funds to the various research and development
projects as well as approving contemplated projects. In order that the
incumbent may fully appreciate the extent of Soviet missile activity,
participate in planning meetings with high-level defense officials, and
keep the Secretary of the Army fully informed, it is requested that the
above-cited billet be approved for access to AQUATONE material.
3. The present incumbent, Dr. William H. Martin, is cleared for
access to Special Intelligence.
