W. Washington 25, D. C. SUBJECT: Establishment of TALENT CONTROL SYSTEM in OACSI (S) 1. In response to the request made in the agenda note of meeting held 10 May 1956, ACSI proposes to establish a Talent Control System in accordance with the Talent Control System Manual, 1956, as outlined below. 2. The components operating under the ACSI Talent Control System will be initially established as follows: a. A Special Developments Branch (SDB) located immediately adjacent to the COMINT security area. Identical physical security measures as for the COMINT area are being ar- ranged prior to opening the SDB area for Talent materials. The chief of SDB will be a Colonel, who also will be the ACSI Talent Security Officer and the Talent Control Officer. This officer will be responsible to the Senior Intelligence Officer (ACSI) through the Chief, Collection Division, for the security, control, transmission and storing of all Talent material and all by-products from this material until such time as the sanitization process has been completed and ap- proved. The SDB will be staffed with sufficient personnel, tentatively fifteen (15), to accomplish the security, trans- mission and control functions outlined in the Talent Control System manual, 1956. b. A Talent enclave in the OACSI COMINT security area to accom- modate combined Talent and COMINT material. c. A collection component within the Talent control area (SDB area), under the direction of the Chief, Collection Division, to evaluate and direct the over-all Army collection effort in the light of the success of the Talent program and to process further Talent requirements. A production component within the Talent control area, under the direction of the Chief, Production Division, to collate, analyze and evaluate Talent material for integration with other intelligence as a basis for sanitization and dissemi- nation. e. A photo interpretation component at the Army Photo Inter- pretation Center (APIC), Fort Holabird, Maryland. This component will be under the operational direction of the Chief, Collection Division, and within the ACSI Talent Control system. A Talent security area will be established prior to receipt of Talent material. 3. An Army Talent manual, within the framework of the Talent Control System manual, is being developed in order to spell out the detailed provisos of the Talent Control system for all Army Talent cleared personnel, including the necessary operating procedures. A copy will be provided to the CIA Talent Security Officer if desired. 4. An ACSI liaison group, under the direction of the Chief, Collection Division, will be established in the CIA HAUTOMAT facility. 5. In order to implement the initial phase of the Talent program, it is planned to clear the individuals listed in TAB "A". 6. It is anticipated that additional personnel and facilities will be brought into the Talent Control System as the requirement therefor de- velops.
