1. The attachment is a report of the actions taken to deal with
the problems identified in the reference. This report was prepared
following a meeting between the Headquarters Claims Review Board
membership and the Inspector General and members of his staff.
2. I believe we now have a consensus which is responsive to the
recommendations and acceptable to both the Claims Review Board
membership and the Inspector General. I therefore recommend your
approval of the attachment.

1. Pursuant to your request, the Headquarters Claims Review
Board (HCRB) has met to discuss the reference. The Board has
reviewed each recommendation of the Inspector General's (IG)
report against the realities of the current adjudication process.
It is hoped that the following, along with our initial response,
will enable you to determine if our methodologies and procedures
are consistent with your perceptions of a balanced process,
operating within the constraints of the enabling legislation, and
in conformance with your policies. The issues of paragraph 4 are
repeated below, with each issue followed by the actions taken by
the HCRB.
ISSUE
The policies I established in my answers to the
questions posed on pages 5 and 6 of the Inspector
General's inspection report have not been reduced
to writing.
ACTION
The policies will be included in a manual that is being
prepared for Board members. The intent of the manual is to
provide continuity by centralizing information for new mem-
bers and to provide a chronology of policy changes or
clarifications as they evolve through the adjudication
process.
ISSUE
Claims for Lost, Damaged, or Destroyed Personal
Property, has not been revised.
