3-Wish to make a presentation to the National Security Council
to urgently recomaend a comprehensive public affairs campaign.
During my recent three-week trip to eight Western European
cations it became clear that action must be taken to galvanize
..European support for Administration policies.: .
We feel it is urgent to respond to worrisome new fissures in
the Atlantic Alliance and to bring before the NSC what we
learned in 94 meetings with European heads of state, cabinet
niaisters, officials and public opinion leaders: Since our
return, Soviet. President Brezhnev's latest nuclear propaganda
ploy underscores the urgency of our presentation. ?.
We hare requested inclusion on the"National Sepurity Council
calendar through Bud McFarlane. However, I wanted to bring our
request to your attention and ask your strong support in
..appearing before the Council as soon as possible.
