-2. -Extensive Access-to White ?House-=Medi~a--Events--for=-=
~~ National Media.
I applaud the decision that will allow the national media
of the countries the President plans to visit exposure to
the full range of Administration policies, through
extensive access to White House media events. As a result
of such careful treatment of the European media, I believe
we will see a very positive echo emerge from the visit.
3. The Bonn Summit.
The Bonn Public Affairs Officer, reflecting Ambassador
Burns' view, underscored that peace should be the focal
}point of the Bonn Summit. The emphasis should be that
NATO has been and continues to be an Alliance for Peace.
Such a characterization of NATO would give the President
the high ground vis-a-vis the European peace movement, and
will allow many non-communist peace supporters to agree
with the U.S. position.
4. Mrs. Reagan's Normandy Visit.
As you will see from the attachment, the PAOs and I
believe that Mrs.~Reagan should speak briefly during the
Normandy ceremonies.
Her remarks could be as short as two or three minutes, and
should?nclude a reference to her understanding, as a
mother, of the horror and pain of~.war. At the same time?
her remarks should not make specific reference to any
country. -
