JONES Chairman, The Joint Chiefs of Staff SUBJECT: El Salvador Within the next 30 days, the NSC will consider options for dealing with the war in El Salvador. Three papers are needed to support the discussion. 1. The DCI should take the lead in developing an assessment.of the military situation in El Salvador. 2. The Department of State should prepare a paper assessing the nature of our interests in the outcome of the war and the political costs of a defeat in El Salvador. The paper should also examine the political options available for dealing with the war, and for rallying Allied and regional support. 3. The Secretary of Defense and the Chairman, JCS, should develop a paper outlining strategy options to defeat the insurgency and specific measures needed. These papers should be completed by March 30.
