A key problem in this regard is that Congress and much informed opinion in the~U.S. has traditionally opposed arms sales to Latin America as unnecessary, counterproductive, waste- ful, and supportive of militarism. In the post-Falklands environment, we believe that U.S. unresponsiveness would reduce U.S, influence and prestige in matters that many South Americans who are not military will consider vital to their national security. To influence procurement needs and the related rethinking of security interests and needs, we will need to make-full use in dealing with Latin America of the more flexible arms transfer poli- cies established by the Reagan Administration, and build Congressional support for their use.
