Preliminary Comments
a. 0 Introduction of New Alternate Members, Mr. Kelly intro-
duced LTC Jerry D. Fink, Director of Counterintelligence for ACSI, as a
new Army alternate member of the DCI Security Committee. Col? Newman
introduced Ltc. Ernest Petersen as a new Air Force alternate member of 25X1
the Committee.
c. Information Directory. An information directory listing
the names, addresses, and telephone numbers of the members of the
Committee, Subcommittees, and Working Groups was distributed to members
of the Committee. asked members to keep the Committee staff
informed of all changes to the directory.
d. ^ Memo from HPSCI. The Acting Chairman distributed copies
of a recent memorandum from the Chairman, House Permanent Select Commit-
tee for Intelligence, seeking information on systems of compartmentation.
The memorandum was distributed for the information of the Committee.
e. 0 Sound Attenuation Tests. Copies of a memorandum on
sound attenuation tests for secure conference rooms were distributed
to Committee members. The Acting Chairman suggested that this be taken
into account when the Committee revises its physical security standards
for compartmented spaces.

Subcommittee had completed and had available for reference a listing
of all documents and reports in the Subcommittee library.
c. Compartmentation Subcommittee. Col, Newman, Chairman,
advised t axis Subcommittee was continuing to work on two projects:
a possible revision of the attachment to OCID 1/7 covering release of
intelligence to contractors, and a revision of the countries and areas
to which travel or assignment is considered hazardous from a security
viewpoint,
d. Computer Security Subcommittee. Chairman,
stated that CIA, had agreed to be the leader for the Com-
puter Security reat Working Group. This group will update and rewrite
.the DCI Computer Security Threat Report, asked that all
available computer security threat-related in ormation be provided to
also stated'that the Computer Security Sub-
committee Workshop had been changed to 13-17 March 1978. The following
items were distributed to Committee members: a notebook from the
Computer Security Seminar held by the F_ I
on 27 January 1978, and a draft 0MB circular (Transmittal Memorandum
No. 1) on security of federal automated information systems.
e. 0 Unauthorized Disclosures Workin Grou 25X1
Chairman, said he had met with to discuss the 25X1
study that the latter is heading on damage assessments in espionage
cases, advised that DIA, was coordinating 25X1
inputs made to this study by the Military Services. noted 25X1
that press leaks of intelligence were continuing unabated and distributed
for information copies of a report listing some of these recent leaks.
f. 0 Investigative Standards Working Group.
Chairman, advised he had nothing new to report.

g. I SCI Turndown Working Group. Chairman, 25X1
summarized security problems they had identified. One of these problems
is the non-availability of polygraph results on persons who are no longer
affiliated with the agency where they were originally polygraphed.
NSA, described some of their problems in keeping records
on persons they had screened and turned down for access. 25X1
noted a problem occurring in industry where one agency adjudicating
a subject for access would not have the opportunity of knowing that the
same subject had been turned down by another adjudicating agency.

ITEM 5: Briefing on Security Protection of Microforms
Chairman of the Micrographics Working
Group of the DC Information Handling Committee, presented a slide and
tape presentation showing the extent to which micrographics are used in
CIA as an illustration of the scope of security problems involved. He
noted that one problem is the extremely small size of microforms and
the difficulty of marking,them to clearly show their classification and
security control. said that new data systems with remote
access and reading terminals raise a security problem of copy control.
He said another problem is the need for a uniform policy on marking
sensitive documents held in or processed through micrographic form.
CIA, said he thought there was a question as to whether
micrographic advances had rendered obsolete the practice of assigning
copy control numbers to sensitive documents. The Committee agreed to
the Acting Chairman's request that each major micrographic-producing
agency should participate in identifying security problems and in
recommending possible solutions. asked Committee members
to give or the Committee staff the names of their representa-
tives to wor on this problem.
ITEM 6: New Business
a. Mr. McCabe, State, discussed recent action by the
Civil Service Commission (CSC) to delete from SF86 questions bearing
on loyalty of applicants for sensitive government positions. (The
questions involved concern membership in or support of the Communist
Party or other totalitarian organizations.) Mr. McCabe said he believed
the unilateral action showed that CSC did not accept the Intelligence
Community's contention that responses to such questions were necessary
from a counterintelligence viewpoint. Mr, McCabe foresees the possibil-
ity of CSC ruling that the same or similar questions could not be asked
of applicants in personal interviews. Mr. McCabe feels that the Investi-
gative Standards Working Group should try to determine what personal
information was truly relevant to the personnel security process.

suggested the desirability of identifying specific problems
to the DC-I for his use in discussions with the NSC or other bodies.
Mr. Ryan, FBI, said he believed the Community needed to take up this
matter because of the increasingly broad dissemination of intelligence,
data. The Committee agreed to task the Investigative Standards Working
Group to review this issue and report their results to the Committee.
b. Several members expressed their concern about the
impaction eir agencies of a recent action by the Chairman of the
SIGINT Committee leading to a decision by the DCI to freeze COMINT
accesses at their present level, It was noted that any future memo-
randa such as the one by the SIGINT Committee Chairman should be thor-
oughly coordinated to ensure the accuracy and currency of data.
ITEM 7: Next Meeting
The Acting Chairman scheduled the next DCI Security Committee
meeting for 8 March 1978 to be held in Room 6W02, Community Headquarters
Building.
