I have examined the Department of Defense Outline Plan for implementation of an aerial and ground in ction system in first Phases disarmament and have compared the basic concept with that of the Comprebsnsivs Inspection Plan prepared by the Task ?broee dated January, 1956. 2. The Department of Defense Outline Plan should serve the stated purpose "to provide an iilustrative outline of the U. 8. concept of operations for serial and grouad inspection in the first Phase of dissent." Darever, it is to be emphasized that it is "an illustrative outline" and that any technical working group develop. lug any Annex to an agreement will require edditioa al g idance and a great deal more detailed inforustion. 3.
