SUBJECT. Proposal for One Year Appointment of William J. Barnds
as Viattiog Fellow by Council on Foreign Rela ions
1. William :8arnd's, the Chief of our Pieta Salt/South Asia
en offered an appointment as a Viatting Fellow by
the Council on Foreign Relations. Lie intends to accept the offer,
and while at the Council will write a book on India, Pakistan,
and the Great Powers. The appointment is for a year beginning
this sue er. Charles Cre Bans, you nay recall, did a similar
stint at the Council a few years ago.
2. You will saaortly be officially informed by the Council
of Barnds' a pointrnent, and we will then make the necessary
administrative arrangements. (The Council will pick up the tab.)
I am confident that Barnds will produce a. good book, and one
which will, as was the case with Craana' study, present no
problems for the AMMency.
