1. According to an order of the Main Administration of Border Guards of the
Ministry of Interior, all Czechoslovak refugees who come to`the barbed wire
obstacles and request the Border Guards to admit them on the basis of the
amnesty are to be handcuffed and sent within four hours to the appropriate
regional administration of the Ministry of Interior.1 The order stated that
no interrogation whatsoever should be conducted by Border Guards and that all
interrogation must be handled by the StB. The reason was not stated, but the
chief of the intelligence service of the Volary brigade told his subordinates
that the Czech authorities believed that most of the returnees were controlled
and dispatched by foreign intelligence services who were taking advantage of
the amnesty to establish resident agents in Czechoslovakia.
2. During the period 1 to 23 June 1955 seven returnees came to the border area
controlli~d,by the Volary brigade. All these returnees were young znen.between
the agar,' and 28, single, and well-dressed. All of them were transferred
to the iii Administration of the Ministry of Interior in Ceske Budejovice

within?f' hours after their arrival at the border.
