1. We have looked into the matter of theses prepared
by students at the various war colleges which you raised in
your memorandum of 2 April. We find that we are currently
receiving an abstract listing of such papers from the
Industrial College of the Armed Forces, but nothing of this
nature from the other colleges. Occasionally, at the request
of individual analysts who have learned of a thesis in one
way or another, a paper is requested on loan from a college
through library channels. When the paper is received, we
microfilm it for our files.
2. I have asked OCR to explore with the National War
College, Army War College, Navy War College, and Air War
College the possibility of our obtaining regularly listings
of theses and similar papers. If we can obtain such listings,
they will be circulated to the analytical offices who can
then request specific papers in which they may be interested
through library channels.
3. Thanks very much for bringing this matter to my
attention.

1. During a visit with General Carter to the Army War
College earlier this week. I was approached by a student, an
Array Colonel Lindsey. Lindsey said he had just completed a
thesis on the Soviet Yakut Republic. He said he was under no
illusions that the thesis would be of any great or unique value
to CIA but he did want to call it to the Agency's attention
because it was clear during his research that he was using
certain materials (some of which he found in the Library of
Congress) which he knows for a fact had never been researched
by anyone before.
2. Lindsey said he was unable to make the thesis avail-
able on his own initiative and that if we were interested, we
would have to request it. Apparently this is a War College rule
of some kind.
3. It occurs to me that there could be value to the Agency
in a number of theses turned out by all of the various war col-
leges. Perhaps you would want to arrange with the Pentagon to
get a kind of accessions list for you and your analysts.
