Approved For Release 2002/ RDP80BO1676R0005001 15 June 1965 MEMORANDUM 'OR: Deputy Director/Intelligence SUBJECT : NPIC White Paper N61960 Registsp The DCI and DDCI have looked at the attached outline, and from the DCI's comment it would appear that he took "VU" to be a state- ment of policy. Both Mr. Halms and I feel that the attached outline is far more inclusive than the DCI intended in his original question which was related to NPIC'a own projection of their required expansion in the foreseeable future and the DCI's desire to have a high level outside group review NPIC's work to see what can be done to cope with this tremendous expansion. What Admiral Reborn has in mind is trying to insure that our state of automation keeps even with the increase in material available. His question posed at the morning meeting was related to his comment that equipment currently being used is obsolete and that on order will be rapidly outmoded. He therefore said he would like answers to the questions: Where do we stand row? What are we doing about it? What do we foresee for the future? Thus I feel that the attached outline is far too comprehensive, and the DCI's questions can be answered much more simply. (signed) Lyman B. Kirkpatrick Lyman B.
