1. For the Plan Year of 1954, a total of about 1,000 requests for
scientific-technical cooperation were A. to East Germany by 25X1
countries of the Soviet Bloc. These requests were passed to and
handled by the East German Office for Scientific-Technical Co-
opwation (Burro fuer Wiessnaabaftliatoh-Teohnische Zusammenarbeit )
(WIZ), of the State Planning Ooaissioan? . The following table,
broken dam by countries, lists the number of requests which re-
sulted in positive agreements between the countries oonoerned and
East Germany, and the number of those requests which bad been ful-
filled as of 15 November 1954.

2. The ratio :between the total of requests and the approved requests
is, as can be seen from the above table, about 306. This is a con-
siderably better ratio than the oorresoondirjg one for the 1954 re-
quests by East Germsry- to foredp oauntries`. The ratio between

requests agreed upon and requests from foreign countries fulfilled
in 1954, as indioated by the above table, is about 76%. The cor-
responding ratio for 1954 East German requests to foreign countries-
is about 67%. In relation to the total of requests made, the ful-
filled foreign requests represent about 23% of the total, whereas
only about 9.5% of all Bast German requests to foreign countries were
fulfilled.
3. C o n s i d e r i n g t h e s e f i g u r e s , it most be b o r n e in mind t h a t a certain .
number of requests agreed upon but not yet carried out would be ful-
filled in the interval between 15 Move^ber 1954 and the end of the
year. Most of the requests from foreign countries which did not lead
to positive agreements in the 1M conferences with the countries in-
volved , cambered technical developments either not in existanoe at
all or in a step so little advanced that the requests could not be
carried out.
4. Me total of Soviet requests to East Germany in 1954 was about 500,
i.e. about 50% of all 1954 foreign requests. A considerable number
of them perta;ned to developments which were started by the Soviet
soientifio-technical bureaus in Bast Germany when under SAG admini,-
stration ? They mainly dealt with the development of combustion
motors, measurement devices, steering devices for high speed oars,
etc. Other requests concerned chemical developments; amQug these were
a number of requests pertaining to the development of synthetic fibers
and their use, mainly P'erlon and WO?rr';;'.cr In the field of chemistry
there were also requests concerning the chemical procedures for the
Preparation of pure ietais ugh reduction. Another group of soviet
requests concerned the development of special machinery. The total of
the 132 approved 1954 requests of the USSR break down as follows:
a? Machine construion: about 50 requests. They mainly concerned
aching tools, heavy machines such as big hydraulic presses, and op-
tical devices.
b.mjry: about 40 requests. They mainly concerned synthetic
fibers, production of glass from wood, and chemicals.
o. Light industry: about 15 requests. They mainly dealt with tex-
tile and polygr so macs.
d. Food industry: about 10 requests. They mainly concerned slaughter-
house and cold stoma equipment.
e. Most of the rsmainins requests pertained to the radio and tele-
eo^r^mioations industry and the postal services. As an instance, ouj
request aeriosd for all doeemerstarlr material pertaining to the Bast Berlin
pneiaatie postal service.
5? Amok the requests dealing with gnthetio figs, was one asking for
all data on and sample models of Perlon nets with threads 1.5 mill.i-
m*ters thick and maghes of 2.25 square centimeters. Among the requests
for special machinery were the followings
a. All technical material pertaining to multiple-

Seil=eifer ? It was then found that the ABUS firm in Nordhausen
produced Zwei-Seiltreifer with various piston displacements of
the kind wanted by the USIM. WTZ ordered the Nordhausen firm to
transmit all blueprints and other documentary material portaining
to the construction of the machines to WIZ by 20 November 1954, on
which date the material was to be forwarded to the Soviet Trade
Delegation in East Berlin.
b. All technical material pertaining to a combination sedan-truck
of the station wagon type developed bp- the firm Hioroh, in Zwickau.
This fire has developed two low-prioed, high-speed types of this car
with a wcisum speed of 160 kilometers, one with a body of sheet metal
and the other with a body of pressed synthetic material5. The two
types were not yet in production as of 15 November 1954 and only a few
development sod'.:.:>s had been completed. The WTZ obtained photographs
of the cars from the mentioned firm three days after the Soviet request
was approved and procured all pertinent documentary material some time
later for transmittal to the Soviet Trade Delegation in East Berlin.
6. Among the Soviet requests were a number of Entsendung requests , i.e.
visits of Russian technicians to East Germany for the purpose of ob-
taining scientific-technical information. For example, the three-
week visit in October 195k of Prof. Pyabov (fnu), of the Soviet Academy
of Sciences may be cited. As a WTZ guest he visited VEB Walter Ulbrioht
in Leuna and VBB 91ektro-Chamaisohes Kcubinat in Bitterfeld. Another
case of a Russian WTZ visitor was Fag. Zupnikov (fnu) who visited East
Germany for three months, ending in early October 1954. He inspected

ing to them. Among other recent foreign WTZ visitors were two uniden-
tified Chinese scientists accompanied by two Chinese officials who
visited machine tool factories in Leipzig, aoerlitz and East Berlin
for a period of two weeks in early October 1954.
