Directorate for Collection and`Acquieition'(Directiunea Colectari ei Achizition- f e Ministry o ari - DCA) is the state waste-collecting organization under th Light Industry. It collects scrap iron, non-ferrous scrap, textiles, paper, glass, rubber, and other waste suitable for reprocessing, (bones,, wool, raw- hide). DCA was set up in 1948, at which time it assumed the functions of ORAP, the rawhide collecting organization, and organized the collection of various types of waste which had not been collected by the state to that date. 3. In 1951 DCA was reorganized, and' responsibility for collecting scrap iron and non-ferrous scrap was transferred to a new organization, Intreprindere Pentru Colectarea Metalelor (ICM - State Enterprise for the Collection of Metals). Bacau The DCA regional office at Bacau is at Strada Mihai Viteazul No. S. It has collect,ing stations and depots at Buhusi, Fiatra Neamt, Moinesti, Roman, and Targul.Ocna. The Bacau regional office employs approximately 120 men. 5. The Ministry of Light Industry receives bimonthly reports on waste materials from every factory in the region and issues instructions for collection. DCA agents go to all villages in the region to collect, and they must call for police aid at times to obtain the quantities called for because of the low prices which DCA pays. For example, the official price for wool is 150 lei per kilogram, while the open market price is 1,000 lei or more. Metals to Resita b. Wool and textiles to the Proletarul factory (Bacau), the Textila Buhusi factory, and the Prahova factory (Ploesti)o c. Glass to the Fabrica de Sticla (Ploesti) d. Bones to the Fabrica de Produse Chimice (Narasesti) e. Rubber to-the Cauroni factory (Campina). This is the only factory in Rumania which produces tires, and even these are considered poor in quality. Paper to the Letea mill (Bacau) g, Rawhide to the Partisanul factory (Bacau), the Fabrics de Pielarie (Itcani), and'the Tabacaria Romaneasca (Bucharest). These three factories receive 20 per cent of all rawhide collected in the region. The remaining 80 per cent goes to the DCA central depot in Bucharest, reportedly for export. 7. Thefts occur regularly in the collecting process. Collectors of scrap metal, for example, take valuable spare parts for machines often found in scrap, sell them on the black market, and replace them with ordinary scrap worth approxi- mately 700 lei per ton. Misappropriation of funds is common among collecting agents. Rawhide has been lost so frequently that detailed reports for each consignment are now made out in'the presence of the regional manager. 8. The regional office prepares a quarterly balance sheet for the central office, and confusion in accounts generally leads to difficulties over excess profits, 25X1 which are prohibited by the government. 9..
