As requested in the referenced document, the EIC has reviewed the "basic documents" relating to its activities and finds that the only changes requiring US Intelligence Board (IB) action occur within DCID 3/1, Production and Coordination of Foreign Economic Intelligence, 10 June 1958. 2. With three exceptions, the changes proposed by the EIC in DCID 3/1 reflect merely the substitution of "USIB" for "IAC". For reference purposes, these substitutions occur as follows: a. page 1, para. 1 e, line I b. page 1, para. 1 e, line 4 c. page 2, para. 3 a, line 3 d. page 2, para. 3 a (1), line 4 e. page 3, para 3 a (2), lines 3 and 4 f. page 3, para. 3 a (3), line 10 g. page 3, para. 3 a (7), lines 4 and 6 h. page 3, para. 3 d, line I 3. To reflect a change made by the NSC in NSCID 1, para. 3 a (6) should be amended to read ". . . available in or to the Government." 4. The second change occurs in paragraph 3 b and relates to a change in membership of the EIC. The EIC recommends that the first sentence of paragraph 3 b be revised as follows (additions are underlined): "The Central Intelligence Agency; and the intelligence components of the Departments of State, Army, Navy, and Air Force, and of the Joint Staff (JCS); the National Security Agency, and the Office of Special Operations (OSI5 s hall each urnis one member and an alternate to the ." The third change recommended by the EIC is the insertion of a new paragraph 3 d as follows: d. The Chairman of the EIC, through liaison and coordination with the airmen of the SEC, GMIC, and. JAEIC, shall seek to avoid unnecessary uplica- tion and shall ensure that adequate attention is given to economic aspects of intelligence questions in areas o ,point or overlapping concern. Present para. 3d should ' be renumbered as para. 3 e. 6. The recent IB approval (USIB-M-5) of the organizational change which reconstituted the Economic Defense Intelligence Committee (EDIC) as a Subcommittee of the EIC has been examined in terms of possible need for changes in the basic Directive. The EIC finds that these economic defense intelligence activities are already ade- quately covered in paragraph 2 b of DCID 3/1, and recommends no change in the Directive resulting from this organizational merger. 7. The EIC recommends that the changes noted above be approved and that DCID 3/1 be reissued, incorporating these changes, with an effective date of 15 September 1958 parallel with the effective date of NSCID 1 from which the DGID is derived.
