Yesterday met with Irish McRae, 25X1 Minority Counsel, Senate Government Operations Committee, and reviewed with him a proposed report on S. 3529 (Federal Advisory Committees) requesting an exemption for advisory committees dealing solely with national security or intelligence matters. McRae said the proposed report looked fine to him and suggested that he run it by the former General Counsel of the Subcommittee, who is still handling the legislation, for any suggestion he might have and let us know the outcome. 10. Yesterday met with Al Westphal, ~taff 25X1 Consultant, House Foreign Affairs Committee, and told him that our two major problems with the Senate version of the State/USIA authorization legislation, S. 3526, had been favorably resolved on the Senate floor (10 per cent personnel reduction, and restriction on information dissemination), but that there were two other provisions on which we had taken a position within the Administration (extending the increase in civilian claim ceiling to apply to all executive agencies, and removing the possible conflict between a request for information from the "little Hoover Commission" and the Director's responsibilities for protecting intelligence sources and methods). I explained to Westphal we merely wanted to alert him to the possibility that he may hear from the Administration on these two items. Westphal was not enthusiastic about doing anything on the increase in claim ceiling, but thought that Representative William Mailliard (R., Calif. ), ranking minority member of the Foreign Affairs Committee and a rear admiral, USNR, would be a likely supporter of our position and suggested that we contact him and Chairman Morgan after the conferees are appointed if we wish to push our position. 11. Yesterday met with Ben Darling, in the office25X1 of Representative B. F. Sisk (D. , Calif. ) and closed out the 1 June letter to the Director concerning a virus which would destroy the opium poppy by referring Mr. Darling to Dr. John L.
