Approved For Release 2006/08/01: CIA-RDP74B00415R000200020022-0 ET EYES ILY OLC 71-2079 2 December 1971 MEMORANDUM FOR THE RECORD SUBJECT: William Woodruff's Comments on DDCI Nomination At lunch today with Colonel White and me, Bill Woodruff, Counsel, Senate Appropriations Committee, remarked that he felt the new DDCI should very definitely be a civilian. He recalled that Senator Russell had come to this view in his later days. Woodruff felt particularly strongly that, whoever the nominee, Mr. Helms should be consulted in advance and that the most important consideration was that the nominee should have his full approval.
