1. There is some confusion as to CIA's position in the Government.
Reports to the National Security Council.
Cold War Coordination through Operations Coordinating Board.
Intelligence Coordination through Intelligence Advisory Committee.
We do no work without directives from above.
2. Our most important work is National Intelligence.
National .stirnates are the end product.
These are from the entire Intelligence Community.
The IAC works in the following fashion.
Remarkable cooperation and understanding exists.
IAC also coordinates intelligence production.
Atomic Energy Subcom-dttee.
Also subcommittees on such things as economic intelligence,
foreign documents and domestic collection.
Less possibility of a Pearl Harbor today.

Communist infiltration of CIA.

Anecdote : About Mericans in line behind KYD Qalooal in Moscow, waiting
for dinner at restaurant where they bad no reservations. Tour
MYD officers with reservations cane and went on in. The Colonel
started to follow. A little civilian in line in front of the
MYD Colonel asked where be thought be vas. going. '1'be Calraosl
tried to bluster big way thresh. The civilian said he had been
in line first and intended to go in first. The Colonel got back
in line. -- It couldn't have happaaad in Moscow two years ago.
