federal appellate judge to enter rough and

Bureau of Investigation (FBI).
As a lawyer and Judge, Judge Webster
had built a reputation for integrity, fairness
and brilliance. These qualities, and more,
have served him outstandingly. His superb
leadership has the 1~ Bl applauded at home
and earning new recognition and esteem
around the world.
Native of St. Louis, BA from Amherst
College, Juris doctor Washington University
Law School. U. S. Naval Reserve in WWII
and Korean War. In private law practice
in St. Louis for 20 years including a term
as U. S. Attorney for Eastern Missouri.
Appointed Judge U. S. District Court,
1970; elevated to the United States Court
of Appeals in 1973. Often honored for
hnguished service. Married to former
s~lla Lane and they are parents of three
~Idren.

Accompanied Pres. Ford to China, Pres.
Carter to Europe and Asia. Traveled over
250,000 miles filing dispatches from 35
countries. Honors include Holmes Award,
and two Freedom Foundation Awards.
He and wife, Sydell, have three children.
Took charge of The Central Intelligence
Agency (CIA) after a brilliant career in the
Navy -from Rhodes Scholar to Pentagon
"whiz kid", from innovative Commander of
of the Naval War College to Commander of
the North Atlantic Treaty Organization's
southern flank. He was in that post September
1, 1975, with rank of Admiral, until named
to head the CIA on March 2, 1977.
Old troubles and new problems have
plagued the agency so critical to the security
of this nation. Controls imposed on the CIA
more severe than on any intelligence opera-
tion in the world. Admiral Turner says it
is necessary to grasp the revolutionary changes
in the business of spying. It will be intensely
interesting to hear the man who deals with
frustrations, unbelievable difficulties, elec-
tronic wizardy and human snooping as he
serves as America's eyes and ears around the
world.
