John: Would you please let me know why it took from
22 July to 19 Aug. to come to this conclusion. Pre-
sumably Reorganization Plan #4 took effect on
27 July and the Ex, 0. was to have been issued shortly
thereafter. If we had any worthwhile comments to
make it would probably be too late to have them con-
sidered. Regardless, such correspondence should be
promptly and expeditiously handled,
