MEMORANDUM FOR THE DIRECTOR:
August 21, 1952
Subject: Analysis of Planning Procedures. - PSB Board Luncheon, 8/21/52
working level.
In accordance with the Board's request, your staff has been
carrying out an analysis of existing planning procedures with a view
to tightening up the whole process. In my view you can safely say
the study indicates that the difficulties which have been noted arise
mainly from uncertainties as to the scope and aim of PSB planning and
the exact responsibilities of the Director's staff. A detailed
analysis of these areas of uncertainty is being prepared, together
with constructive proposals for the needed clarifications. These
proposals include one for a new simplified planning format which is
being worked out in consultation with member agencies.
It is suggested that you inform the Board that because of the
basic issues involved you feel it advisable to hold up your report
for discussion after further consultations at the
