2. In early January, the Berlin Billeting Department was located at 3 Bad
Strasse in Strausberg. In conformity with the construction projects
planned for 1955, the KI Group of this department was broken down into
four sections: Section I for Installations Ia and Ib in Strausberg,
Section II for apartment houses on Wriezener Strasse and Seeblick, and
Installation III (Ledigenheim), Section III for Strausberg Eggersdorf,
and Section IV for projects in Berlin, Finow, Hohensaaten, etc.
3. On 1 January 1955, two KI groups were newly established. They included
the KI group for the Aero-Club in Cottbus, and the KI group for the
VP-See in Stralsund. 1
4. In September 1954, it appeared that, effective 1 October 1954, the personnel
of the Berlin Projecting (PB) Office was to be cut 50 percent. On 1 October,
the new structure'of the PB was discussed at a meeting which was held at
Lieutenant Colonel Koehler's (fnu) office. In response to a request, a list
of top officers of the PB which also indicated their ranks was forwarded
to Lieutenant General Hoffmann on 7 September. Officers mentioned therein
included Lieutenant Colonel Werner Krause, head of the PB; Major Ernst
Berger, technical head; Major Neumann (fnu), chief architect; Major Erich
Niening, chief engineer; Major Walter Wieland, head of the cadre department;
and Major Schuch (fnu), head of the finance department. 2
5. On 1 October 1954, Werner Krause, head of the PB, was given leave for study
at a university. Walter Wieland was appointed his temporary successor.

6. On 1 October, the Official designation of the office was "Projektierungsbuero
der KVP, Berlin". Z
Since November 1954, the MdI placed no more projecto orders with the PB
as project-panning policies for the KVP were scheduled to be subjected
to basis changes. It was also planned to cancel some projects due to

8. In late January 1955, it was determined that the IIdI,KVP intended shortly
to establish a projects office of its own whose personnel was scheduled
to include only uniformed members. Reliable architects and construction
engineers who were dismissed from projects offices in Berlin in connection
with the general dismissal action affecting this category redeived from
their employer's office a letter of recommendation which was addressed to
the 2d Section of the Construction Department at the i:IdI/KVP. 2 and 3
9. In mid-January 1955, it was leamed that, upon the establishing of a finance
department within the MdI, the projects would be financed after technical
and objective examination and approval by the KI groups. 5
Comment. These plans are possibly connected with preparatory measures 25X1
or the separation of a special Ministry of Defense from the present
Ministry of the Interior. Under the provisions of such planning, a separate
central KI group is possibly envisaged for each of the three services.
Comment. It is considered possible that analogous plans are also set
up for the projects offices. The Berlin projects office is possibly to be
used 4p -Land office. The new projecting office which is going
