I discussed this subject with the Director.
He was quite strong in insisting that a board of senior officers,
representative of all Agency components, be established to de-
brief returnees and to implement lessons learned.
In view of this, it would not appear neces-
eary for you and to pursue the matter with the Director.
I have discussed this with Colonel White, who agrees. He sug-
gested that you and continue to work on a plan to meet the
Director's needs and to discuss it with him upon his return in
ealy July.

MEMORANDUM FOR THE DIRECTOR
I lunched with Bob Bannerman and John Richardson today to
pass along to them the gist of our luncheon conversation yesterday
in which you expressed a desire to systematize the exploitation of
the experience of CIA and other personnel returning from key assign-
meats overseas to ensure that the lessons learned are incorporated
into our own program. As I indicated yesterday, we do some of this
now. However, I am sure we can improve considerably and arcs c on-
fident that we can go much further toward systematizing the whole
arrangement.
I suggested to Bob that he and John Richardson make an ap-
poin at to see you in the next several days to brief you on what
we do mow and what improvements they propose to meet your objec -
